The notice stated that in 2021, the national rare earth ore (rare earth oxide REO, the same below) mining total control index will be 168,000 tons, of which rock-type rare earth ore (mainly light rare earth) index 148,850 tons, ionic rare earth ore (mainly light rare earth) Mainly heavy rare earth) index 19150 tons. The national tungsten concentrate (tungsten trioxide content of 65%, the same below) has a total control index of 108,000 tons, of which the main mining index is 80,820 tons and the comprehensive utilization index is 27,180 tons. The above indicators all include the first batch of indicators issued in the "Notice of the Ministry of Natural Resources on Issuing the Total Control Indicators for Rare Earth Ore Tungsten Mining in 2021 (First Batch)" (Zhenzifa [2021] No. 24).
The notice requires that the relevant provincial (autonomous region) natural resource departments must strictly follow the regulations, do a good job in the decomposition and release of indicators, and release the indicators within 10 working days of the issuance of this circular. The total control index of rare earth mining should be centralized and issued to the mining enterprises affiliated to the rare earth group.
The notice emphasizes that after decomposing and issuing the total control indicators for rare earth and tungsten mining, the relevant provincial (autonomous region) natural resource authorities should organize the municipal and county-level natural resource authorities where the mine is located to sign a responsibility letter with the mining enterprise to clarify rights and obligations. and liability for breach of contract. Local natural resource departments at all levels should take measures to effectively strengthen the verification and inspection of the implementation of rare earth ore and tungsten ore indicators, and accurately count the actual output of mining enterprises.
