The total control index of rare earth tungsten mining in 2020 is determined

In order to protect and rationally develop advantageous mineral resources, in accordance with the relevant regulations on the management of specific minerals in protective mining, the total amount of rare earth ores and tungsten ores will continue to be controlled in 2020. After research, the 2020 annual mining total control index has been determined, and the relevant matters are hereby notified as follows.
1. In 2020, the national rare earth ore (rare earth oxide REO, the same below) mining total control index is 140,000 tons, of which rock-type rare earth ore (mainly light rare earth) index is 120,850 tons, ionic rare earth ore (medium and heavy rare earth) is 120,850 tons. Rare earth-based) indicator is 19,150 tons. The national tungsten concentrate (tungsten trioxide content of 65%, the same below) is 105,000 tons of total mining control index, of which the main mining index is 78,150 tons and the comprehensive utilization index is 26,850 tons. The above indicators all include the first batch of indicators issued in the “Notice of the Ministry of Industry and Information Technology of the Ministry of Natural Resources on Issuing the Total Control Indicators for Rare Earth Ore and Tungsten Mining in 2020 (First Batch)” (Zhenzifa [2020] No. 33) . The specific distribution of the total control indicators of rare earth and tungsten ore mining by province (autonomous region) is shown in the appendix.
2. Relevant provincial-level natural resources, industry and information technology departments should strictly follow the regulations, do a good job in decomposing and issuing indicators, and decompose indicators to cities, counties or enterprises within 20 working days after the notification is issued. The total control index of rare earth mining should be centrally issued to the six mining enterprises affiliated to the rare earth group. After decomposing and issuing the total control indicators for rare earth and tungsten ore mining, the provincial natural resource authorities should organize the municipal and county-level natural resource authorities where the mines are located to sign a responsibility letter with the mining enterprise, clarifying the rights, obligations and liability for breach of contract.
3. Local natural resource authorities at all levels organize mining rights holders to earnestly implement the monthly reporting system for rare earth mines and quarterly reporting systems for tungsten mines, and conduct direct online reporting in a timely, accurate and standardized manner. Measures should be taken to effectively strengthen the verification and inspection of the implementation of rare earth and tungsten ore indicators, and problems encountered in the work should be reported in a timely manner.
4. Local competent departments of natural resources at all levels and competent departments of industry and information technology should strengthen communication and coordination, cooperate closely, share information, and jointly do a good job in the supervision and management of the total control indicators of rare earth and tungsten mining.
